In 2020, Canada’s provinces and territories were hit hard by the COVID-19 pandemic. This report examines the COVID-19 impacts on entrepreneurship in Western Canada using data from the Global Entrepreneurship Monitor (GEM). The report covers the following areas: • Effects on entrepreneurs • Government response to the pandemic • Effects on owner managers • Effects on intrapreneurs • Receipt of government assistance Recommendations 1. Target support for entrepreneurs and intrapreneurs in Western Canada seeking to develop new opportunities arising during the pandemic. 2. Support owner-managers who have growth aspirations but cannot pursue new opportunities while focusing on their core business activities during the pandemic. 3. Further assess the pandemic-related government support provision to determine if OM-led businesses in certain sectors in Western Canada are disadvantaged. 4. Assess the factors delaying Western Canadian entrepreneurs in getting their businesses operational during the pandemic. 5. Further study necessity-driven entrepreneurship in Western Canada, including the different profiles of necessity-driven entrepreneurs.
