High income is the same for both GEM and WEF.

  • Lithuania ranks fourth in the Entrepreneurship Index with a score of 6.1. • The country boasts one of the lowest business closure rates among advanced economies, and 1 in 7 individuals intends to start a business within the next three years. This reflects a highly favorable business environment for maintaining and growing businesses. • The perception of business opportunities has significantly improved, with 52% of respondents seeing opportunities in 2023, up from 32% in 2022. • In 2023, over 40% of entrepreneurs and 55% of established business owners prioritized social and environmental impact over profitability, though financial benefits remain important. • Although the early entrepreneurship rate decreased from 12.3% to 7.1%, business maturity increased from 8.4% to 14.1%. Overall, Lithuania's business environment supports both new ventures and established businesses, with a strong focus on innovation and social responsibility.

  • The overall assessment of the entrepreneurial ecosystem places Lithuania among the leaders, ranking it sixth in 2022 globally. Lithuania's exceptional response to the pandemic's economic impacts earned us the highest score among all GEM participants’ economies. In Lithuania, entrepreneurial self-confidence and knowledge have surged over the last 10 years, with overall capabilities increasing from 43% to over 58% and a significant rise from 24% to over 41% among both men and women. Key findings in 2022 include the high activity of the 25-34 age group in business, with nearly half of entrepreneurs motivated by a desire to make a difference. Additionally, 36.5% of respondents perceived starting a business to be easy, and both early and experienced entrepreneurs consider environmental and social factors in their decisions. Notably, 20% plan to start a business, highlighting the supportive entrepreneurial environment that many wealthier economies would envy.
